New Vegas Character Overhaul
Honestly i messed around with it till i got it. But what i did i still remembered, i deleted all mods i had for charactrr overhaul, then redownloaded 2.0 again and 3.0 and everything that came with it, i installed 2.0 first then installed 3.0 once 3.0 was installed i unactivated 2.0, i unchecked russel esp. Only install this if you want to use FCO for just the new races with no NPC edits, version included in the main file does not work correctly. FCO - Fallout Character Overhaul: This mod contains the textures that are necessary for New Vegas Redesigned 3 to function. Download version 2.3.1 (IMPORTANT! New Vegas Redesigned 3 will not work with any other version of FCO!) and run the installer.
I had this problem, but I realized that I had accidentally deleted the file: 'FCO - OHSB NPC Edits.esp'When I put this file back into the steamsteamappscommonfallout new vegasdata folder, the mouth textures returned. I guess the mod author made a separate esp file for configuration reasons. If anyone is having their game crash upon loading, I suggest deleting esp files such as: 'FCO - Russel.esp' which came with FCO, despite me not choosing it during the installation process. If there is an esp file that requires/ uses another mod that you do not have, you must delete it yourself. A common culprit is 'TTW versions' of mods. OFF TOPIC: For instance, I downloaded a mod called NevadaSkies, but it kept crashing when I enabled it. I went into the data folder, and sure enough, there was a file called 'NevadaSkies - TTW Edition.esp'.
I deleted it and, voila; it started working again. TTW is short for Tale of Two Wastelands. If you don't have it, then delete all esp files that say TTW to fix broken mods.TL:DR: missing esp files (which causes missing textures) is a lot better than having excess/unsupported esp files (which causes the game to crash upon starting the program).

You can also just disable the.esp files that you don’t have the files for in the launcher or a mod organizer. A mod organizer will also tell you if you’re missing files required by an.esp file.
